How to Start a Coffee Cart Business: An Operator's Guide

A lean coffee cart build with used equipment starts near $10,000. A new two-group setup runs past $30,000. Most people take four to eight months to open, and most of them hit the same wall at the same point: the health department tells them the cart they already bought will not pass.
We have watched that happen for thirty years. Terry and Kelly ran 25 drive-thru espresso stands along the I-5 corridor through the 1990s under the names Piccolos Espresso and Crazee Espresso, and today our family builds the water systems that carts across the country run on. So this guide is written in the order the job actually happens, not the order it sounds good in.
What It Costs to Open a Coffee Cart
Here is where the money goes. Ranges are wide for a reason. A refurbished cart with a used single-group machine and a secondhand grinder lands at the bottom. A new build with a two-group machine lands near the top, or well past it.

The bottom half of that table varies by jurisdiction and by how you build, so treat those rows as planning figures rather than quotes.
Two rows are ours, so we can be exact rather than approximate. On the machine, plan for more than you expect. Entry-level two-group commercial machines start around $5,500, mid-range models land near $7,000, and most established shops end up spending $10,000 to $20,000. A used single-group machine is a legitimate way to open for far less, and plenty of good carts have started exactly that way.
Published estimates from elsewhere in the industry cover the basic end of the range. Coffee Machine Depot puts total startup at $5,000 to $20,000. Texas Coffee School puts a quality mobile cart build at $7,500 to $15,000 all in. Those numbers are real for a lean build. They are not what a new two-group cart costs.
The item that surprises people is never the espresso machine. It is the sum of the small compliance pieces: the sink, the water heater, the tanks, the plan review fee, the second inspection after the first one turns up something. Budget for those and the rest of the build stops feeling like a series of ambushes.
How Long It Takes
From "I am doing this" to first sale, four to eight months is what we typically see.
Sourcing the cart takes two to eight weeks off the shelf, longer for a custom build. Equipment lead times vary by manufacturer. Our own systems are built to order with a seven to ten day processing window before they ship, which is normal for made-to-order equipment rather than stock.
The step that wrecks timelines is plan review. That is the health department signing off on your build before you are allowed to operate, and it is not a same-week process in most places. You submit, you wait, comments come back, you revise, you resubmit.

Two of those are our neighbors here in Washington, and they are among the slowest published. Ten to twelve weeks for a first review is a real possibility depending on where you are. Every day spent revising a cart you already paid for comes out of that clock.
The Thing That Stops Most People
Almost nobody fails at coffee. They fail at plan review.
The pattern repeats: someone finds a cart they love, buys it, then takes the drawings to the health department and learns the fresh water tank is undersized, the waste tank is smaller than the fresh tank when it has to be larger, and there is nowhere to put a dedicated handwash sink. Now they own a cart that has to be rebuilt before it can legally serve a single drink.
Every guide on the internet tells you to contact your local health department. Almost none of them tell you when. The answer is first, before a dollar goes anywhere near a cart, since the answers you get determine what you are allowed to buy.
That is the whole argument of this guide. Your health department decides your build. Everything downstream, the format, the tanks, the sink, the machine you can run, follows from a conversation you can have next week for free.

Step 1: Talk to Your Health Department Before You Buy Anything

Call the environmental health division of your county, not the state. Mobile food rules are enforced locally, and two counties in the same state routinely want different things.
Ask these, and write the answers down:

What are the fees, and what is your current review turnaround?
On the tank question, you can predict the shape of the answer. The FDA Food Code specifies that a mobile unit's waste holding tank be sized 15 percent larger than the water supply tank, sloped to a drain of at least one inch, with a shut-off valve. Most states and counties adopt that number directly. The Food Code is a model rather than law, so your county is still the authority, but if you are sketching a build before you can get someone on the phone, size waste at 1.15 times fresh and you will usually be close.
What they will tell you: the hard numbers. Tank ratios, sink configuration, water temperature, commissary requirements. These are written down and they will read them to you.
What they will not tell you: which cart to buy, which pump to use, or whether your layout works in practice. That part is on you, and it is the part we can help with.
Bring the answers back before you shop. A cart that satisfies a 40 gallon fresh water requirement is a completely different cart from one built for 15.
Step 2: Choose a Format Your Health Department Will Approve
Cart, trailer, truck, or kiosk. The right answer is usually the smallest format that carries the water your health department requires and fits where you plan to park.
The decision rule is simple. Tank requirements drive volume, volume drives format. A jurisdiction wanting 40 gallons of fresh water plus 46 of waste and a three-compartment sink has effectively ruled out a small push cart, whatever your preference. Work from the compliance requirement outward, not from the aesthetic inward.

Step 3: Build the Water System

Step 4: Power the Cart

Power is a constraint, not a checkbox, and it decides more of your build than people expect.
Three options. Shore power is cleanest when you can get it, and it is worth asking every venue and property manager before assuming you cannot. A generator gives you range at the cost of noise and fuel, and noise matters more than new operators think, since you are standing next to it for six hours and so are your customers. A battery bank runs silent and needs honest math about recharge time and duty cycle.
The number that governs everything is amperage. A two-group commercial machine heating from cold draws hard, and that draw sets the floor for your generator or inverter. Undersize it and the machine trips out mid-rush, which is the worst possible time to learn the lesson.

Step 5: Pick Equipment That Fits the Constraints
Now, and only now, choose the machine.
Steps 3 and 4 gave you a water budget and a power budget. Those two numbers rule out most of the catalog before you have looked at a single feature list, which is a gift. It turns an overwhelming decision into a short list.
Ask of any machine: what does it draw on startup and under load, what is its fill pattern, and can my pump and tanks sustain it at my busiest hour. A machine that is wrong for your amperage is wrong at any price, and no spec sheet will frame it that way.

What a Coffee Cart Actually Earns
Honest answer: it varies more than any published average suggests, and the variable is location rather than coffee.
The economics are genuinely good on paper. Ingredient cost per drink is low, the ticket is small but the margin is wide, and a cart carries none of the rent that sinks a fixed cafe. What decides the outcome is foot traffic, weather, and how many drinks you can produce in the ninety minutes that matter each morning. Two carts with identical equipment on different corners are different businesses.

What We Would Tell You If You Called Us

We would tell you the same three things we told people when we were running stands ourselves.
The first is that the morning rush is the business. In our stands, most of the day's revenue came in a window of roughly ninety minutes, somewhere between 6:30 and 9:00 depending on the location. Every decision, layout, pump sizing, menu length, staffing, should be made for those ninety minutes. Optimize for the slow afternoon and you have optimized for the part of the day that does not pay.
The second is that a short menu wins. Every extra syrup and blended drink adds seconds to the ticket and a container to the cart. Seconds are what you have least of during the rush.
The third is the one people resist. Solve water and power before you fall in love with a machine. Nobody has ever posted a photo of their accumulator tank. It is still the difference between a cart that runs for years and a cart that limps through its first summer.
